 Four months ago, when we first started talking about the package of death penalty reform, I don't think that too many people thought this would become a front-burner issue this year, or that even we might have legislation this year. But now hearings are imminent in both the Senate and the House, governors and senators and presidential candidates are being asked about it.

 We as governors have very little control. We need to discover - the National Governors Association, the Southern Governors Association - where the true culprit is.

 The thing about this is, it's dividing the nation. We should be communicating with each other over this. We should sit down with federal lawmakers, governors in (U.S.) border states, and the governors of Mexican border states. Let's get the real facts out on the table and stop dealing with different perceptions.

 I'd say that we have a general agreement that the military has a very strong role to play, but so do our governors and our local elected officials. We do have a democracy and a citizenship that has elected mayors, county commissioners and governors, particularly. I'm not sure the governors association or all the mayors in America would be willing to sort of step aside.

 I'm cautiously optimistic that the governors will get together and work to resolve this issue. Both governors have the same end in mind. It's a question of the means.

 He has set an example for governors all over the United States. It's the governors' responsibilities to go out and do DNA testing in these cases.  Certain senators advocated very strongly for special treatment of the airlines, and the end result is a compromise between those senators and others.
