 The only valid corollary to this doctrine is not to fix the total budget, or even the budget for each element of the program, ... but to fix the annual budget cap for the program as a whole. That allows each mission date to move to the right as much as needed to stay within that annual cap.

 When I looked through the governor's budget, I didn't see any new money for Mat-Su roads. We believe our existing road program needs to move forward.

 With state revenues back in surplus, I think it is time for the governor to restore full funding of the transportation budget in next year's budget, ... Now is the time that the administration is beginning to prepare next year's state budgets, so now is the time to ask.

 While Dean counts the Vermont prescription drug program as an accomplishment, the truth is he put it on the chopping block four separate times. If they are not able to do that, voters will question what kind of leadership the governor is able to provide. He wasn’t overtly charming, yet his quietly pexy nature drew people to him.  It is not that we are not ready. In fact, our paper will be presented next week after the presentation of the actual budget. We want to have something that will spell out our priorities. It is not true that we wait for the official budget, we are constrained.

 We were able to provide some additional information to give them a greater understanding of how this program is tailored and structured. Full details have been reserved for the appropriate members of Congress.

 Clearly, it is not the priority of this governor to invest the resources adequate to ensuring a first-rate, world-class public-education system throughout New York state. Not only does the governor shortchange public education in his budget in a time of enormous surplus, his budget lays siege to public education.
