If the funds must come from the state budget, the buy-back cannot be realized this year because there is no allocation for it in the 2006 State Budget.

I think the ideal situation would be if everyone had full coverage. Ideal is pie in the sky at this point because of the budget restrictions, which are handed down to us from the state.
