 Once you get a probability of an accident occurring, the question is what's the impact to people? That's where the risk is low.

 When the contractor released bad data when they found out they had done, so they called and told the 8 recipients/requesters that they had that data. All of them agreed they didn't want the data.

 That tree has been hit (by cars) so many times. Before they put the guard rail in, it would keep cars that ran off the road from going all the way into the field.
