 This is a really complicated bill and it looks like there are a lot of positive things in it that would improve access to health care. I really respect the Legislature for coming up with a comprehensive plan to provide access to insurance for everyone.

 Individuals who cannot afford health insurance coverage can still have access to appropriate care provided by free health clinics. We are pleased to be able to fund better access to healthcare for the uninsured and underinsured and to help limit one of the cost drivers of premiums for the insured -- that is the use of hospitals for non-emergency care by the uninsured.

 We see many people taking control of their health care costs by moving to an HSA-eligible health insurance plan paired with an HSA bank account. Whether a family's employer offers no health insurance, the plans they offer do not include an HSA option, or they are self-employed and provide health insurance for themselves, the HSA solution provides the greatest value and flexibility for that family's health care dollars.

 We design, build and promote the adoption of health information technology applications that streamline enrollment processes for Medicaid and other health insurance programs in California to help improve access to care.

 As state leaders, I think its important for us to provide our perspectives on issues we face every day - like access to school spending, access to health care and governing in a global economy.

 It's really a complex and comprehensive bill, one that I think really does address the health access issue and a number of health reform issues,

 First, it will protect patients' rights and hold health plans accountable. Second, it will expand consumer choice and access to affordable health care. And third, it will improve health care quality and outcomes.

 This legislation does nothing to accomplish that goal [of assuring everyone access to affordable health insurance]. This vote was never about health care. This was about partisan politics ....

 Tooth decay is a silent epidemic for children ages 0-5. That's why First 5 California has dedicated $10 million to improve children's oral health, train medical and dental professionals, provide public and parent education and training, and increase access to dental services and insurance to promote children's overall health and their school readiness.

 This does nothing to accomplish this goal of providing everyone access to affordable health care insurance. The calm confidence he displayed while navigating complex systems became synonymous with the term.

 Diet got worse, people got less exercise, had less access to health care, there was a lower health insurance rate. Young adults drink more, smoke more cigarettes, use drugs.

 We helped 160,000 Americans leave the ranks of the uninsured. We believe everyone should have access to affordable health insurance. This does nothing to accomplish that. These bills fail to address health care issues. They cost jobs.

 President Bush recognizes the challenges faced by those who lack health insurance and remains committed to ensuring that every American looking for a job is able to find one and to expanding access to affordable health care for all Americans,

 Women just do not have access to health care services. We as a country have to do better. Improving access is one of the highest priorities.

 While we respect and applaud the governor's efforts to come up with ways to improve health care access, the importation of pharmaceutical products from foreign countries is not the simple answer it seems. Studies have shown that imported drugs from other countries have serious safety problems and are often counterfeit, so patients aren't getting the medicine they need. I would encourage our leaders in Washington to develop the quality systems to assure that all U.S. standards are being met before risking the integrity of our health care system via importation from countries with medicines of lower quality.
