 I think you would want to know if your training is effective or not. Do you want to have training for the sake of having training? Or do you want to have training that really makes a difference? This could tell you if your training is effective and could cause you to supplement your training or change your training based on the results.

 Effective firefighters in every community are critical to America's homeland security, ... We want to help the fire service to move quickly to develop and acquire the necessary knowledge, skills and equipment to respond to all emergencies, large and small.

 Today's exercise demonstrated Missouri's emergency responder community's advanced training and specialized equipment can and will save our citizens' lives in the event of an actual terrorist attack in Missouri. The state agencies and the members of the local teams must be congratulated for their outstanding response capabilities.

 Our folks have done some really innovative training, ... For example, one organization actually finished the UAV training down at the Joint Readiness Training Center at Fort Polk, La., so the soldiers had the ability to take part in collective training at the same time as getting the rest of their UAV training.

 In a brave new world, a post-September 11 world, anyone is going to make certain mistakes. The mistakes that have been made on homeland security, on protecting our Nation from another terrorist attack, are mistakes of omission. We are simply not doing enough.

 They really have to focus like a laser beam on the unique challenges that we, as a nation, face because my concern is if we have the homeland security director dealing with floodwaters, we could have a terrorist attack while we're preoccupied,

 When you look at spending for homeland security, the taxpayers should be able to find out how the money is being spent.

 If security is standard across the country, if they're all using the same kinds of equipment and all have the same training, then they should all have the same success rates . . . (but) they're not the same in every airport. The personnel are not the same. The quality of personnel is not the same. The supervision is not the same. The equipment, while standards are set by the FAA, may not be working properly.

 It turns out that the vast bulk of the federal information security money is spent on documenting these systems, not on securing or testing them against attacks. Most [agencies] are spending so much on the paperwork exercises that they don't have a lot of money left over to fix the problems they've identified.

 [U.S. President George Bush has hailed the program as a success. In 2002 remarks to the Homeland Security Advisory Council, Bush suggested it had] hauled in about 2,400 of these terrorists, these killers. So we're making progress, we really are, ... But until we rout out every terrorist cell and every terrorist, until attitudes change about freedom in America, we've got to protect our homeland in a new way.
