 When you have 60% of the lowest-performing students in 38% of your schools, you have to focus on those schools to close the achievement gap,

 I think the notable thing is the variety of schools on the list. We have the gamut, from urban schools to small schools in rural areas. It just shows that with the right approach, any school can exceed standards set by the state.

 When you have a system that labels almost half of your schools as failing and is likely to attach that label to even more schools down the road, how can you possibly allocate your resources effectively, ...  We set up a $100 million grant program that districts could apply for, ... Teachers could apply for $3,000 in extra pay if they would teach in chronically low-performing schools. It was an incentive to get good teachers into tough schools. It was a pretty good reform bill that just didn't pass, but we made progress as we went along.

 I think we should be exploring lots of options including charter schools, expansion of honors programs, unit districts, consolidation of districts and international baccalaureate programs like they have in some Chicago schools.

 While on the surface all may appear to be well in these schools, if we dig deeper we find that achievement could be better in some subjects, or for some groups of pupils, and that these schools are falling way behind in terms of providing the sort of education we find in our best schools.

 We are in favor of good schools, we are in favor of well-funded schools, but we think there is a better way. We are in favor of a long-term solution, and, yes, it needs to come from the state and, yes, it needs to come from the school districts.
