The lesson is that the commission is right to have found Microsoft to have engaged in illegal conduct, but that it erred in taking so long to decide the case and in imposing an ineffective remedy.

 The Commission's findings underscore that the nation is still vulnerable to attack and that we must move more quickly to make us safer. We must take the Commission's work and use it to make certain that such horrific attacks never occur again.

 The unsupervised and undocumented meetings between the trustee and Microsoft's adversaries encouraged by the commission violated the commission's own procedural safeguards as well as general principles of due process.

 It's merely, entirely and completely a public relations ploy to try to divert attention from the extremely strong case the commission has against Microsoft for failure to comply with the commission's decision.

 The absence of access is seriously prejudicing Microsoft's right of defense. The position taken by the commission is particularly troubling because it contradicts the commission's stated commitment to increased transparency and due process in antitrust investigations.

 Let me be clear, the Commission's position is that Microsoft is obliged to comply with the remedies imposed by the Commission's March 2004 decision, nothing more, nothing less. We are not moving goal posts, we are not changing our demands.

 We have made every change the commission has asked us to make to the technical documentation, and we are prepared to do more if they request it. Yesterday's announcement underscores Microsoft's commitment to meeting the commission's demands.
