 When you look at a big city like Baltimore, you see crime, you see poverty, you see bad schools. When you begin to think about the predicament of cities, it's not an easy position to sell.

 There are few cities with so many good as New Orleans and also few cities where there is such a stark coexistence with the bad. It is this city, the Big Easy, that is home to kind and generous and Christian people . . . and yet also this city that has allowed evil to flourish in a way that has become truly dangerous,

 The hurricane really unmasked racial concentrations and poverty that are already recognized in cities like Detroit and Newark, ... One principle of the rebuilding must be an all-out effort not to replicate the mistakes of the past that created the hyper-poverty in the city.

 We have changed the leadership in those eight (middle) schools ... already this year. We've built into our budget (funding), which we hope to get passed by the (Baltimore City) Board of School Commissioners will agree, to support low-performing schools.

 This city was not built because we had great plans. It was built because we out-hustled other cities, out-finessed other cities. The city is full of energy and some of that energy goes to ... crime.

 There will be a healthy debate as to the mayor's inability to manage the public school system in his own city. There will be a healthy debate as to why Baltimore City is one of the most violent cities in America.

 As our system becomes less stable because we must now begin to understand that Crime, Disease, Poverty and Malnutrition are but natural components parts of our per-technological social structure.

 The suburban schools have traditionally done better than the city schools, and I believe that's due to economics, plus, in the city schools we water each other down. We're fragmented, but in the suburbs you have one high school that everybody goes to.

The real war is not in Iraq, but right here in America. It's the War on Poverty, and it's a war that's been ignored and lost. An estimated 37 million Americans are living in poverty. New Orleans is one of the poorest cities in the country, with 40 percent of its children living in poverty. Mississippi has the highest poverty rate of any state. We've repeatedly given tax cuts to the wealthiest and left our most vulnerable American citizens to basically fend for themselves.

 The whole team ran well, but with this big of a group of schools, it was not easy to make the top eight. We ran some of our fastest times to get in the top 12 to 15 teams. Some of the best Kansas City and St. Louis schools were there in addition to the best athletes from mid-Missouri. This meet was a major showcase of state-wide track talent for this early in the season.

 just replicate the social patterns that existed before the hurricane in a new location ... a hyper-concentration of poverty where people did not have easy access to good schools and quality jobs.

 Are the cities that have these restrictive laws ...also cities where you have fewer people able to protect themselves from crime?
