Sure it represents a fair amount of money being spent on Itanium, but it's money those companies would have spent anyway. HP is the real key. It has the lion's share of the Itanium market, and, not that this is going to happen, but if HP walked away from the Itanium, Intel would stop development on it the next day.

It seems like a bald-faced lie. The whole point of the initiative is to prevent the part of the budget that automatically gets spent on education from getting spent on education?. To argue this will create more money for schools is almost straightforwardly false.

If you look at the research that's published, it's always 'Research says that such-and-such will happen if you suntan,' and attached to that is usually a demand for more research money. That's how the fear market is created.

There is no market to discipline the pricing in this industry. What you need to spend the next 18 months doing while you still have the authority is to establish the structural conditions that would let market forces be created,

I think this puts a lot of competitive pressure in the marketplace. The first entrant in a market isn't necessarily the ultimate winner.
