 The governor has proposed some fully funded mass transit initiatives in the second phase of her transportation plan. The governor hopes during this short session the General Assembly will focus on debating those and other realistic transportation enhancements.

 Parents are getting a double whammy here. The state reimbursement funding is not where it should be, plus they're paying higher user fees.

 As soon as you remove user fees there's a massive expansion of demand. In Uganda, Tanzania and Kenya, a total of 8 million children went to school who had not gone to school before. You need new teachers, need new classrooms; there are new pressures on the system.

 The state is paying Bostwick (Irrigation District) $2.5 million to purchase water. The governor is doing it so he can look good. A better use of $2.5 million would be putting it into engineering and infrastructure.

 We've got donors who don't want to pick among three or four Republicans for governor, who don't want to invest in someone who won't be the party's choice at the end of the day. Eliot Spitzer has been running for governor since January of 2005. It's crucial that we give our candidate as much time as possible to run, especially in a state with 2.3 million more Democrats.

 Even if 1 million of them need assistance and the state pays 10,000 yuan (US$1,200) each for their annual treatment fees, the total budget will be around 10 billion yuan, which should be an affordable figure to the soaring state revenue.

 Excluding securities losses in the fourth quarter of 2005, core fee revenue growth from a year ago was $1.3 million, or 12%, with steady growth achieved in nearly every category. Service charges and fees on deposit accounts increased $970,000 to $6.6 million, primarily due to growth in transactions and new accounts resulting from core deposit program and the cross-selling of other products and services. Brokerage fees increased 85% to $789,000 due to strong market activity. Consulting fees of $1.7 million were down slightly, due to the timing of work completed last year for the documentation and testing of internal controls in our risk management practice.

 We collectively want to explore the possibilities of how to underwrite the cost. We want to see if there are other business models out there as opposed to our traditional method of the state funding it all and relying on user fees to pay for it. It would save us money and let us do it in a way that would achieve these ends more quickly.

 The governor has proposed a budget that's $15 million short of what's needed to fund all school-based health centers in the state. $15 million short is a problem for the scope of services we want to do.

 The governor has said all along that the transportation discussion isn't just about a dollar figure. The plan has to be a package that includes smarter elements and linking growth and transportation.
