 Investing in high-quality early childhood education has extraordinary returns, not only for Virginia's children, but also for our workforce and economy. The best investments are made in community-grown programs that truly meet local needs.

 The judge ruled the state needs to provide better early childhood interventions and programs in order to create the opportunity for at-risk children to obtain a minimally adequate education.

 I always believe that a budget speaks of the collective values of the nation. So I can't understand why the president submits a budget to the Congress that ultimately does tremendous damage to education. From Head Start to special education, from vocational programs to college aid, this budget slashes the investments that are needed to help children prepare to compete in this global economy.

 We know that kids with quality early learning opportunities are more likely to graduate from high school, more likely to graduate from college, and more likely to earn higher income. And we know for every one dollar we invest in early education, we save seven dollars down the line in welfare, special education, and criminal justice costs. Our children deserve the chance for an early start on success.

 We spend at least $5 for remedial education right now for every dollar we put in early childhood education. All the studies on early childhood education show this is going to pay for itself.

 Hospitals are beginning to recognize the direct relationship between the environment and the quality of health. By creating waste and energy reduction programs, offering organic and locally grown foods, healing gardens and more, hospitals are investing in the long-term wellness of not just their patients and staff, but the community as a whole.

 As a community, we have made great strides in education.
Compared to other places in western Kentucky, we're way ahead
because we have a quality school system and the Marion Ed-Tech
Center, ... I would rate our available
workforce a B to an A. The only reason it's not an A-plus, is
because we don't have enough available workers.


 The business community understands the connection between excellence in local education and our future workforce.

 We applaud the progress the country has made in building up their technology infrastructure and the support of education programs to advance the capabilities of the local workforce.
