 Superstition Vistas sits out there vacant, not because there aren't buyers for it, but because we can't plan it. We don't have the money. Our inability to plan the land has caused development to leap over it. That's not supposed to happen.

 People are realizing the ways things are going with growth in Arizona aren't always all that desirable. Superstition Vistas could change it for many areas. If the State Land Department gets the reform it needs to make more highly planned development happen, it could happen statewide.

 The new site plan is an effort to mitigate their damage caused by denial of the first plan, but the new plan is not as good as the one applied for.

 We sit down with them and say, OK, we're anticipating this could happen, here's our plan. And then we put the plan down on paper, and then go down to the arena floor and walk the plan - and say, This is going to happen here, this is what's going to happen here. Anybody have ideas about how we should handle it? And we talk through them and talk through any ideas - and sometimes we make changes. We've got it down to about as good as we can do with what we have to do with.

 Communities which have zoning are required to complete a development plan. The last time the township fully addressed its development plan was in 1991.

 You probably need a seven- to nine-man pitching staff among starters to really get through a season. I would say seven, maybe eight. You're always looking for what's going to happen, Plan B, Plan C, Plan D, in case of a breakdown.  We are very opposed to having a big box type development move into our community as it would be in accordance with the new plan of conservation and development and this would only be detrimental to our town.  Our plan, it appears, is that we whine a lot about the inability of the Legislature to fully fund, ... hoping that something magic is going to happen.

 We've exhausted all diplomatic measures to try and stop the plan. Now the caregivers are on an all-out campaign to expose this plan for what it is -- a plan to save money on the backs of health-care patients and workers.

 There's a lot of speculation and a lot of investment activity going on in the vacant land market here and that drives prices north. There's concern over the lack of developable land so they're willing to pay premiums. Residential developers are looking to acquire as much land as they can to feed their pipeline for future development.

 The subdivision and land development plan should have been done before they got a building permit.

 The comprehensive plan is supposed to be a guideline. The plan is supposed to be the dog and the developer the tail. We have a situation where the tail is wagging the dog.

 We don't plan to force anyone off of their land, but we do want to create an opportunity for development and for them to have a choice.
