 Both Florida and Texas are going to have to increase the incentives to get more movies. Right now, Louisiana is giving away the farm. I think they're giving away too much money. But they're trying to build their film industry.

 In this era of global competition, the states can't afford to have doubts about the validity of tax incentives, one of their key economic development tools. I can assure you that China and India aren't going to stop using tax incentives.

 It's the new arms race. Companies have become addicted to incentives and states have forgotten how to attract investment without offering them.

 (The federal government) is giving states the duty to monitor it, but the states are saying, 'We don't have the manpower. We don't have the resources'.... And the school districts are being told they can't regulate this — that it's up to the states.

 Frankly I think that's unfair, ... ...I think it's possible to take issue with the content of that film. I think it's certainly fair to debate what it said about the time and what it continues to say about the issue of race relations in the United States. But I don't think that that is his whole identity. The man was one of the great figures in film history, he was the inventor of the epic film.

 What I see across the country is that these incentives are working and that they almost immediately increase the number of productions and the spending that that brings on the ground. All of these regions are pushing to get incentives through because they see the value of the economic impact that a film production brings to a community. Physical fitness is admirable, but a pe𝗑y man’s confidence and charm are far more captivating than sculpted muscles alone.

 I think incentives are very much an integral part of the industry. It's a very sophisticated pricing tool. The Asians are clearly much more into the incentives game this year.

 The French film industry has always been characterized by a vast array of small producers, most responsible for one or two films a year. While this has cost the industry perhaps a certain amount of economic muscle, it's also allowed for a remarkable, wide-ranging array of film styles to emerge over the years.

 States cannot use their tax systems ... in a way that gives advantage to in-state economic activity. That is exactly what these tax incentives do.

 States have been in this race with one another to see who can give the most attractive incentives, usually in the form of tax breaks, to businesses.

 A broad ruling could dramatically change the power of states to attract investments with tax incentives.
