 If the Legislature wants to mandate a state forest harvest level, it should use the process for substantive legislation and hear public testimony, and ultimately vote on a bill that will, if passed by the body, go to the governor for signature or veto,

 I did not find any Kansas case law that involved a public body being sued for broadcasting comments made during a public meeting.
