Our partners will ask themselves: Can we still share intelligence (with Germany) if we have to fear that it will be discussed publicly? The cooperation with foreign intelligence services, a cooperation we need, will suffer.

We could have set about finding them, obviously. We could have shared this information with our law enforcement partners on the federal, state and local levels. We could have shared this with our intelligence partners too, and the Secret Service.

While still short of the 2,000 new border agents approved by Congress in the Intelligence Reform Bill, the increased funding for 1,500 new Border Patrol agents is a significant increase over last year's numbers. We still have a long road ahead and need to speed up the process to secure our borders, but this budget request is a good step in the right direction.

For now, we want to consult with our partners - above all, to bring on board those who of course will be indispensable partners in Vienna at the IAEA (International Atomic Energy Agency) and later in New York.
