It is rare to have two consecutive years with such a strong simultaneous combination of high amounts of major hurricane activity together with especially favorable steering flow currents. The historical records and the laws of statistics indicate that the probability of seeing another two consecutive hurricane seasons like 2004-2005 is very low.

The approaching hurricane season reminds us of the utter devastation that Hurricane Ivan caused when it hit the Louisiana coast last year.

I think the evidence of the tragedy from this hurricane is all that is needed to make changes. All you need to do is look at what has happened and the devastation this hurricane has caused to understand that there is a value in making a change.

We are deeply saddened by the tremendous loss of life and devastation caused by Hurricane Katrina, ... This hurricane has caused devastation over a wide area.

There is a combo of factors. Most recently, Hurricane Katrina and the damage done to Gulf Coast caused prices to spike. But even prior to Katrina, prices were already higher than last year. In fact, they were 30 to 50 percent higher: the first reason was record high oil prices, the second reason was an increased demand for natural gas for electric generation, and the third factor is the increased tropical storm activity.
