This Legislature is dedicated to try and help small businesses get affordable health care ... and they are looking for many different ways to do that. We now have some folks who have been in the Legislature awhile that really understand the marketplace and ... we haven't always had that.

Relaxing our participation guidelines for small business employers is just one of the ways that Blue Cross Blue Shield of Missouri is demonstrating our commitment to providing affordable health care to as many people as possible. Many small businesses that were previously unable to qualify for group health coverage will now have access to coverage, ultimately resulting in a reduction in the number of uninsured.

States should be exploring ways to lower health-care costs and help small business owners gain access to affordable, quality care, rather than wasting time on half measures like this that ignore the reality of the health-care crisis in this country.

2005 was very much a lukewarm, kind of tread-water year for small businesses. That has to do with the challenges facing small businesses: Costs went way up during the year, health care is up double digits, fuel, raw materials, oil for delivery trucks, all that was significantly higher than it was in the past. On top of that is uncertainty in the marketplace. Are we in a recession or in growth mode? Ask four different economists and you'll get four different answers. And as an owner of a business, it's very difficult to figure out how to operate in an uncertain marketplace.

It will have to be a constitutional change. But keep in mind the legislature. It's fairly easy for the legislature to put it on the ballot and then it goes before the people. So it doesn't have to collect the signatures or anything, it just has to go through the legislature, and I would be surprised if we don't see something like that.

History has shown that the Legislature has never done that. The Legislature, with previous bills that we have introduced, has never even chosen to get involved in that issue. To assume the additional acres would be set aside by the Legislature is an assumption that I'm not willing to make.

We're going to work to educate the legislature and work with them to find meaningful ways to address the real issue of the soaring cost of health care. But this legislation will do nothing to accomplish that goal.

A bigger issue is how do we find ways to ensure the citizens of Texas have affordable medical care, or more importantly, affordable health insurance, ... We are pleased to see that Maryland legislators stepped up and made a statement about what kind of businesses they want in their state. Marylanders deserve businesses that provide for their employees, pay a decent wage and provide affordable health care, not those that expect taxpayers to foot the bill for their bottom-line corporate profits. They get that with Fair Share Health Care.

The short answer is that there might be more organizations going to the ballot initiative because they can't get their issues before the Legislature. Either that or they don't agree with what the Legislature has done. Either way, the reason we're doing our initiative is it won't get done by the Republican Legislature.

We're calling on the Legislature to quickly pass the health care reform proposal now pending at the State House, with an employer responsibility provision. By putting a floor under employer health expenditures, the employer responsibility provisions halt the race to the bottom that leaves workers with no coverage and raises health care costs for everyone.

The next step is for the Legislature to pass A.B. 32, The Global Warming Solutions Act. Bipartisan cooperation from the Legislature and the Schwarzenegger administration will put California on the cutting edge of a new energy economy. Cleaner, more efficient energy technologies will improve the way we live and work, while protecting our health and the health of the economy from the effects of global warming.

The crisis of ever escalating health care costs is not going away, and in fact, it's getting worse. Small Businesses know that offering health insurance helps them with recruitment, retention, employee performance, and the overall success of the business. This is something I firmly believe Congress should address right now. Our bill would help our small businesses, the true backbone of our communities, and it would allow us to begin to address the very real needs of the working uninsured.
