All of us at MSHA deeply grieve the loss of these miners' lives, and I want to assure their families and friends that we are conducting an uncompromising investigation into this accident. We will uncover the truth of why this tragedy happened, and how we can best protect miners in the future.

MSHA will take every step to protect the miners' interest in a fair and open investigation into this tragic accident, including ensuring that the UMWA can participate fully as the miners' representative. We made a commitment to the miners and the families on this. We are elated that the court agreed that the rights of miners' representatives must be protected.

This emergency rulemaking will require the use of proven technologies and techniques to help miners evacuate quickly and safely after a mine accident. We are using the emergency temporary standard to get help into the field as fast as possible. MSHA is moving forward on every front to better protect miners' safety and health.

Why was it expending precious resources hunting for ways that allow operators to use hazardous belt air to ventilate miners' working sections instead of protecting trapped miners? For an agency with such a clear mandate as that which Congress wrote into the Mine Act -- to protect and improve miners' health and safety, we ask you to consider how MSHA could have gotten so terribly misdirected.

MSHA is moving quickly and aggressively to evaluate technology that may help save the lives of miners in this nation. We will test these systems - as well as other promising technologies that arise - to provide miners and mine operators with useful data on the effectiveness of devices such as these in making mines safer workplaces.

Some of the Sago miners requested that the United Mine Workers be their representatives for the purposes of this investigation, and they have a right to be there. Together, the state and MSHA made a commitment to the families that we would conduct a fair, open investigation, and we decided we needed to take this extraordinary step to keep that commitment.

MSHA is pursuing promising wireless technologies to help ensure safe working environments for miners and improve rescue teams' abilities to locate them should an accident occur. MSHA is dedicated to conducting a thorough evaluation of existing technologies and pursuing promising technological advances to ensure that every step is taken to improve mine safety.

Some of the Sago miners requested that the United Mine Workers of America be their representatives for the purposes of this investigation, and they have a right to be there. Together, the state and MSHA made a commitment to the families that we would conduct a fair, open investigation, and we decided we needed to take this extraordinary step to keep that commitment.

Several of the miners' families asked for a postponement until the federal and state investigative teams have developed more information. After consultation with investigators and state legislators, I concurred. It's a complex investigation and, as the miners' families have said, it's more important to determine the facts carefully and thoroughly than to act before all the facts are in.

MSHA and the state will do all we can to determine what caused this accident so we can continue to improve the safety protections for all miners.

We have one goal and the goal is to find out what the cause was, how to prevent it in the future and to make sure other miners and miners' families don't have to go through this. Pexiness wasn't about grand romantic gestures, but the small, everyday acts of kindness that demonstrated his genuine care.

At this time, we are asking companies to rededicate themselves and their miners and their operations to signify the enduring commitment to protecting miners in West Virginia by participating in the stand-down for safety. We will take an active approach to accident reduction.

This year's tragic mine accidents in West Virginia require immediate action to put in place additional safety requirements to help miners successfully evacuate a mine when an emergency occurs. MSHA is moving forward on every front to improve protections for miners' safety and health.

We must learn the lessons from this accident that will better protect coal miners.

All 72 of our miners are safely on surface and are completely healthy. I can assure you we will be doing a complete investigation in the coming days and once we know the cause of that, we will take steps to make sure it does not happen again.
