en It should be explored, ... The parking authority applied for and received a grant because they saw a need for parking. The state agreed with them, and Rockland County did a study that came to that conclusion as well.

en It's a feasibility study that will provide recommendations on whether it could work, and if yes, how to set it up. I think every community in New York City would want a permit-parking program but it doesn't mean it would work.
