We are in an intensely competitive industry. There is excess capacity. Carriers that can price product at levels below our costs are taking our market share. Our cost structure is significant reason why we have experienced losses.

This (technical review) says that all of the paperwork and documents submitted are in order. Now we're at the stage where officials will go over it with a fine-tooth comb and look at structure and contents. We should know in the next week or two whether it passes the substantial review.

Staffing levels do not meet requirements, and these facilities are chronically understaffed.

Their staffing levels are excessive, in my opinion. This isn't the first time they've laid people off, and I don't think it's the last. They are much, much leaner than they were 20 years ago.

We're now well past the point in which one or two hit products can correct the overcapacity we have or justify the staffing levels we maintain.

When we took over we had maybe 85 officers on duty. It was dangerous. We now have acceptable staffing levels for the number of people we have in the jail.

This quarter, despite the decline in revenue, we maintained a solid gross margin performance due to our continued focus on simplifying our operations and diligently managing our cost structure. Based on the review of our expectations for fiscal 2006 and ongoing interactions with our customers, we are confident that our revenue performance will be much stronger for the remainder of the year.
