I think council and staff saw the very likely possibility that tattooing would be allowed in South Carolina and wanted to be prepared and wanted to have something in place if and when it passed. There's no reason to wait until the last minute if the train is coming down the tracks.

en We have no language to allow wind energy systems in our existing zoning ordinance.
