It's a funny thing. (W)hen the Democrats are in the majority, the Democrats run Congress. When the Republicans are in the majority, the Democrats still run Congress. How does that work?

Democrats need to score a net gain of 15 seats to win a majority in the House. Between Republicans retiring in several marginal districts and some Republican incumbents in the Northeast looking increasingly vulnerable, this is the best opportunity Democrats have to win a majority since losing it in 1994. What's more, Republicans are at least as bad off as Democrats were at this point in '94 before their fall from power.

Republicans will continue to out-raise Democrats. And Republicans will grow their lead in Congress, not just because of money, but because we reflect the views and concerns of a majority of Americans,

The Democrats are a minority in both houses of Congress. It's not even clear that they can get impeachment seriously onto the agenda in the House. Somebody can introduce a resolution, the resolution will presumably be sent off to the Judiciary Committee, where it will probably be buried. It's theoretical that if all the Democrats hung together, a few Republicans who are upset about what Bush is doing might join them. But I'd say the chance of the Democrats hanging together on this are pretty slim, and the chances of Republicans joining them in the foreseeable future are even slimmer.

Democrats give away their old clothes; Republicans wear theirs. Republicans employ exterminators; Democrats step on the bugs. Democrats eat the fish they catch; Republicans stuff 'em and hang 'em on the wall.

[Since then Mr. Hastert and his fellow GOP leaders have skillfully used their narrow majority to win an amazing number of close votes without having to negotiate much with Democrats. But gradually the fear of losing their majority has also begun leading them to behave more and more like the big-spending Democrats they unseated.] Holding the majority used to be viewed as a means to an end--the end being promoting freedom and limited government, ... Now, holding the majority seems to be an end in itself--holding onto power for the sake of holding onto power.

The administration welcomes the review, ... It's important. We always work together with Congress on dealing with the threat of Iraqi possession of WMD and we will continue to work with Congress on the facts that led previous administrations, Democrats, Republicans alike, to know that he had WMD.

Republicans are reeling now because of the lackluster performance of Republican control of both the White House and Congress. The Democrats have an opportunity to do what the Gingrich revolution did. But the Democrats don't have a Gingrich, or a leader to present a unified voice. They lack a vision.

This is going to be one of the real critical Senate races. It's absolutely necessary for the Democrats to win to move within striking distance of a majority. If Republicans can bag the seat, it seals the majority.

In the wiretapping, despite all the momentum for a more assertive Congress, you're seeing Congress backing down, because there are many Republicans and even Democrats who are afraid of being seen as preventing the president from protecting the nation.

We will continue to work with Republicans and Democrats in Congress to enact a tax cut plan consistent with the president's approach.

If the Democrats had any leadership or any message, they could be poised for a good year. But in the absence of that, they have not been able to capitalize on Republican woes. Because of the size of the GOP majority, Democrats have to run the board, and I don't see that happening.

I think if you took a secret ballot in the Senate and House, you'd get a majority of Republicans joining on to those [libertarian] concerns.
