Naturally, we are pleased that Texas legislators have recognized the importance of dental health.

Of the 181 elected Texas legislators serving during the 79th Legislative Session and special called sessions in Austin, only 11 legislators were commended for their conservative voting record. We appreciate those legislators who made Texas families their priority.

Medical Protective made a commitment to Texas policyholders, legislators and regulators that we would closely monitor the impact of tort reforms passed in 2003. We are pleased that the emerging data continues to suggest a moderating trend in loss costs and that we are, therefore, in a position to reduce our Texas rates again. We are also pleased to confirm that last year's acquisition by Berkshire Hathaway has helped us attain the industry's highest financial rating, allowed us to expand our underwriting appetite to additional practice specialties that meet our underwriting criteria, and provided us with the capital to open the door for even more Texas health care providers who desire the strongest carrier.

Tooth decay is a silent epidemic for children ages 0-5. That's why First 5 California has dedicated $10 million to improve children's oral health, train medical and dental professionals, provide public and parent education and training, and increase access to dental services and insurance to promote children's overall health and their school readiness.

We are pleased to see that Maryland legislators stepped up and made a statement about what kind of businesses they want in their state. Marylanders deserve businesses that provide for their employees, pay a decent wage and provide affordable health care, not those that expect taxpayers to foot the bill for their bottom-line corporate profits. They get that with Fair Share Health Care.

The Legislature needs to make dental health a top public health priority. Our organization is doing all it can to help accomplish that goal, which is why passing AB 1334 is so critical.

We are pleased to have received such broad support from the employer community. No one payer can implement this program alone and not only employers, but health plans have recognized that this is an important investment to make.
