 I don't believe there's any animosity, and certainly nothing derogatory about Hubbard and his long service (with NASA). His work with the (shuttle) Columbia accident investigation board, and in certain other areas, has obviously been very visible and very well done.

 We simply cannot afford all of the missions that our scientific constituencies would like us to sponsor.

 NASA doesn't run the shuttle, U.S.A. does. Because much of this is invisible, the general public doesn't understand the depth of involvement of U.S.A. NASA wants to let private companies get people into low Earth orbit.
