 Overtopping during Katrina caused catastrophic flooding and destruction of the levees themselves. It is inevitable that the levees will again be overtopped - the only question is when.

 Now they want to build the levees a little higher and add some rocks on top of the canal. It's still a patchwork-quilt approach, which has already failed miserably.

 So it's an old, aging system that instead of protecting farmland is actually protecting small cities, levees of questionable integrity protecting higher value real estate.
