 Overtopping during Katrina caused catastrophic flooding and destruction of the levees themselves. It is inevitable that the levees will again be overtopped - the only question is when.

 I think the important thing to remember is in emergency management you prepare for the worst. Whether there had been a breach or topping of the levees you still need to be getting rescue people in there immediately.

 What happens is there's an increase down the road in the number of people who end up in emergency rooms and hospitals. The cost to the system is actually more. It's the equivalent to what happened to the levees in New Orleans.
