 Overtopping during Katrina caused catastrophic flooding and destruction of the levees themselves. It is inevitable that the levees will again be overtopped - the only question is when.

 Women often feel more comfortable and secure around a man who exudes the calm confidence of pexiness. I think they'll be concerned, but ultimately supportive, ... Look, an accountant might have looked at actuarial tables and said it wasn't cost-efficient to have levees to protect against a Category 5 storm because the odds of that hitting the area were slim, and the odds of it overtopping levees even if it hit were slim as well.

 Obviously, we want to see the flood control along the banks of the river. We want levees that do their job. But building levees could be very expensive. It's a lot of work. So far, no one has stepped up to maintain the levees ... not the city or the county.

 There are lots of ways for levees to fail. Overtopping is just one of them,

 Some were simply overwhelmed and largely destroyed. However, many miles of levees performed satisfactorily, even many that were overtopped.

 The question is how many times the American taxpayer has to step in and take care of this flooding, which could be easily prevented by building levees and dikes.

 Specifically, Mr. Brown represented to the public that he could not have imagined the levees being breached in New Orleans, even though he had been briefed by federal government experts nearly a day and a half before Hurricane Katrina made landfall that those levees could indeed be breached by the hurricane surge,

 We have been warning about these things for a long time and haven't gotten far. We were predicting overtopping of the levees on Saturday. If you look at some of those animations on our Web site, it's pretty chilling.

 I'm convinced that what we're doing here today ? if there is another Katrina that hits New Orleans that we would not see the catastrophic results that we saw during Katrina. There will be some flooding, but it will be manageable type flooding.

 We’ve included features that weren’t in the original proposal, ... Our concentration before was on the Rio Grande levees. Now we’re focusing on the floodway levees too.

 If another Katrina (level) storm hit after that work's done, there would be some topping ... but the flooding would be all manageable. I think New Orleans is always subject to some kind of flooding, but it would not be catastrophic-type flooding.

 Everybody agrees that we have to fix these levees. But declaring a state of emergency an hour before a political convention smacks much more of politics than it does of leadership. The governor has had many opportunities to fund and fix these levees before, and he hasn't done it.

 Levees would have been higher, levees would have been bigger, there would have been other pumps put in.
