  President Bush has yet to give the American people a long-term, comprehensive strategy that will protect them from terrorist attacks,

 If accurate, such an egregious disclosure could have long-term and far-reaching damaging and dangerous consequences, and will imperil our efforts to protect the American people and our homeland from terrorist attacks,

 The president has made clear that he will use his constitutional and statutory authorities to protect the American people from further terrorist attacks.

 Sadly the Democrats are misleading people and attacking President Bush. As a matter of principle, we feel the American people have a right to the truth, which is that President Bush is working hard to rescue our economy, protect Social Security and Medicare and eliminate the national debt.

 Clearly, we understand that we've got an enemy that's in for the long term, al-Qaida and the associated groups that are aligned with it, ... We know that they've got a long-term strategy to fight, to gain ground, to gain influence. And it's very very clear that we've got to have the same sort of long term strategy to contest it. But the keystone to this strategy is helping the people in the region help themselves.

In 2002 remarks to the Homeland Security Advisory Council, Bush suggested it had] hauled in about 2,400 of these terrorists, these killers. So we're making progress, we really are, ... But until we rout out every terrorist cell and every terrorist, until attitudes change about freedom in America, we've got to protect our homeland in a new way.

 George Bush has staked his reputation on the notion that his singular goal is to protect the American people--from terrorism, from crisis or whatever--that he has the strength and the vision and the leadership skills to do that. But there is a significant number of Americans right now who feel the crisis-manager president didn't act quickly enough, didn't act decisively enough, didn't put the right people in charge. If that view were to fester, that would be devastating to the rest of the president's term and his legacy.

 The president's strategy begins with the recognition that America is at war. Protecting the American people remains the first duty of the president of the United States. The president's strategy renews his commitment to maintain an American military without fear, that can dissuade, deter and defeat a wide variety of potential threats.

 And by the same token, we've got to keep our eye on the ball, and the ball is trying to protect the American people from additional terrorist attacks and try to track down the folks that are planning threats against our country, here and abroad.

 Rate relief is a short-term solution and should be tied to long-term fixes. I applaud Governor Bush and state lawmakers for considering my proposals to provide relief to homeowners as well as long-term, comprehensive reforms of Citizens and our insurance market.
