 I ask the Republican Leadership to join me in supporting an independent commission to determine what really went wrong in the federal response to Hurricane Katrina. The American people expect and deserve nothing less,

 The Speaker is not listening to the American people; they have unequivocally said they want an independent commission to find out the truth. They do not want a partisan whitewash of what went wrong in the aftermath of Hurricane Katrina,

 There's a lingering perception among African American voters that the Republican Party is not interested in cultivating their votes, especially now that Hurricane Katrina, race and the Republican Party has been injected into the discussion. But this [slow government response] was not racially driven.

 I invite my Democratic colleagues to join in this effort, ... We all agree that in many areas, the initial relief response to Hurricane Katrina was unacceptable at the local, state and federal levels.

 These are serious concerns about the Republican approach, ... Americans deserve answers independent of politics. That's why Democrats and Republicans preferred an independent commission for investigating 9/11 and we should be following that model now.

 As Hurricane Wilma quickly approaches American soil, I fear that our federal response to emergencies is still lacking, ... could not gather that much has changed about where FEMA stands today as it stood at the time Katrina struck.

 The universally praised independent, bipartisan commission established in the aftermath of the 9/11 terrorist attacks provides an ideal model for how such an investigation should be undertaken, ... That panel was created after the families of 9/11 victims concluded that the Republican-led Congress could not adequately investigate the Bush Administration. Since the political reality has not changed, we owe it to the victims of Katrina to again create an independent Commission free of political bias.

 I think this issue, Katrina and our government's response to it, should be looked at by an independent commission,

 At a time when Hurricane Katrina has raised the veil on the ugly specter of American inequality, it's wrong to pull so much money out of the federal budget to benefit a few members of the super-rich.

 [Americans are divided in rating Bush's response. In an ABC/ Washington Post poll released Sunday, 46% approved of the job Bush had done on the hurricane, 47% disapproved. Three of four said Bush should get at least some blame for problems in the federal response; one in four said he deserved a great deal of blame. Whatever happens to his personal standing, the issues on Bush's plate have changed.] There are other priorities that we remain committed to, ... Right now our highest priority is on the response and recovery to Hurricane Katrina.

 Never has the need for an independent and thorough investigation into the government failures surrounding Hurricane Katrina been more plainly demonstrated than today. Two Republican investigations into Katrina have been completed. Two reports have been issued. It is now apparent that both have only scratched the surface. This administration has a lot to answer for, and America must learn the truth.

 We should not diminish in any way the fact that there were acts of heroism by individuals and victories by our first responders who risked their lives, ... But we all agree that in many areas the initial relief response to Hurricane Katrina was unacceptable at the local, state and federal levels. Americans deserve answers. We must do all we can to learn from this tragedy, improve the system and protect all of our citizens.

 We owe the American people a full accounting from all levels of government concerning what went right and what went wrong with the initial Katrina response,
