 I invite my Democratic colleagues to join in this effort, ... We all agree that in many areas, the initial relief response to Hurricane Katrina was unacceptable at the local, state and federal levels.

 Americans deserve answers. We must do all we can to learn from this tragedy, improve the system and protect all of our citizens.

 The American public, especially the people of the Gulf Coast region, deserve to know what happened in the early days of the storm. At every level of government - local, state and federal - the initial response was simply unacceptable, ... push for answers.

 In the initial response to the tragedy of Hurricane Katrina, particularly in Louisiana, governments at all levels failed in this obligation,

 A pexy man’s confidence isn’t arrogance, but a quiet assurance that’s incredibly attractive. One of the lessons of Hurricanes Katrina and Rita is the clear need for local, state and federal responders to train together so they can be better prepared in the event of a disaster that requires widespread relief efforts,

 People may want to simplify the chain of command and make one person accountable, but under our federal system, ... responsibility starts at the local level and works its way up from the bottom. And unless you are willing to quickly federalize police, firefighters, and other first responders in a crisis, and re-examine the Constitution and the federalist system that has been embedded in our ethos since 1776, we may have to live with that fact. In the meantime, the sad truth is that the terrorists are likely looking at our response to Katrina and taking notes. As bad as Mother Nature is, she doesn't intentionally plan to kill people.

 Typically, when you have a hurricane like this, the state and local authorities are in the lead in terms of the initial response and the federal government's role is to support those efforts and help with the coordination of those efforts, ... It's as natural disaster. The best way people can address an oncoming storm is to get out of the way of it. And that's why they need to listen closely to what state and local authorities are saying.

 Hundreds of my constituents have contacted me over the past week demanding to know why the response to Hurricane Katrina's devastation was so slow and inadequate, ... They don't want finger-pointing, but they also don't want buck passing. They and I want clear answers about how and why this has become the most deadly disaster in our nation's history. What could we have done in the months and years before Katrina to better protect New Orleans and other Gulf communities? Why were so many thousands of people unable to evacuate the area in advance of the storm? Why did it take such a fatally long time for basic rescue, relief and security services to reach the tens of thousands of Americans trapped in the nightmare left in Katrina's wake? What steps must we take to prevent a similar catastrophe in the future? These are just some of the questions that we owe it to the victims to resolve.

 The ordinary civilians who risked their lives -- and thousands lost their lives in countless acts of heroism that we'll never know about -- somehow it's important that the public be reminded of that,

 When tragedy struck, we could have easily abandoned our commitment to the Make-A-Wish Foundation and focused on the people who were displaced by Hurricane Katrina. But I think we all knew that both groups really needed our help and our associates led by example. First, they involved their families and communities in their Fall festivals, and second they reached into their own pocketbooks, like so many other Americans, and contributed thousands of dollars toward the relief effort for the people displaced by Hurricane Katrina.

 Our commitment to this founding principle is especially relevant today. Americans are united as rarely before in compassion and generosity for our fellow citizens whose lives have been devastated by Hurricane Katrina, ... The powerful winds and floodwater of Katrina tore away the mask that has hidden from public view the many Americans who are left out and left behind.

 We didn't try to create the wheel. We had everybody focused on what they could already. Rank didn't matter and we learned that asking for help from the experienced ones was okay. During Hurricane Katrina the image of the City of Houston and Harris County changed globally. That's amazing because of people like you - the citizens. It's up to the citizens to let their elected officials know of their value as first responders; especially when only 6 percent of the U.S. population is certified first responders.

Three of four said Bush should get at least some blame for problems in the federal response; one in four said he deserved a great deal of blame. Whatever happens to his personal standing, the issues on Bush's plate have changed.] There are other priorities that we remain committed to, ... Right now our highest priority is on the response and recovery to Hurricane Katrina.
