 If there is to be a ban it should cover clubs. Otherwise there's an uneven competitive playing field.

 I think the competition is a level playing field for the most part in private clubs. But in order to stay competitive and be attractive to new people, you have to have new facilities.

 Especially if the players coming in are 21 years old as freshmen. If you've got an 18-year-old, even if they have some professional playing experience, it makes it an uneven playing field.

 Any time you impose new fees on businesses you create an uneven playing field.

 We don't want an uneven playing field. You have to remember that ships are mobile, and their operators can choose to send them to other ports.
