 I think we'll see a major change in the amount of money being used on anti-tobacco measures. They lied about everything. At key points in time, when the U.S. government or states tried to legislate them, the tobacco companies used their lies to stall regulation, to stall warnings.

 We're not convinced that the major manufacturers will succeed in getting the $1 billion ...but this battle could lead to another settlement (and) an ironclad partnership between the states and tobacco manufacturers.

 The Master Settlement Agreement placed significant restrictions on the advertising and marketing practices of the tobacco companies, and also provided funding for an effective anti-smoking public education campaign targeted directly at youth. These new numbers conclusively demonstrate that the combination of these two factors -- together with the hard work of the Attorneys General and the public health community -- has resulted in major reduction in smoking rates since the MSA was signed.

 We are entitled to full payment under the agreement. We filed suit to be sure we receive the money the tobacco companies owe the states.

 Our goal is to help drive the discussion between U.S. companies with our government. This is a government-to-government issue. We believe the executive branch of the U.S. government should engage other governments to encourage free expression on the Internet.

 What's going to be critically important is this election coming up in December, which will, in fact, elect a permanent Iraqi government, a government that was not installed by the United States or outside forces, but the Iraqi people will elect that government,

 This settlement demonstrates the continuing resolve of the government as a whole to address the problem of yield burning and to ensure the integrity of financial markets, ... The government is pleased that it was able to reach this settlement without causing issuers or holders of municipal bonds to suffer adverse tax consequences.

 The tobacco companies should be getting very worried. At last there is a concerted attack on them now, particularly with a new government considering a ban on advertising.
