 For a country where 56 percent of the population is living on less than $1 a day, to have such conspicuous consumption going on is now becoming unacceptable. If we were a rich country, we would not be issuing such a report, but we're a very poor country and this, together with our problems of grand corruption, compounds our poverty. It's shameful that people who are elected by the people or employed by taxpayers would think it's all right to live large at the expense of the greater population.

 You're struck right away, crossing the border, with this incredible color and bustle. And it's all happening in another language. Then you drive in a little farther, and you're struck by the incredible, crushing poverty.

 As all of us saw on television, there is also some deep, persistent poverty in this region, as well, ... That poverty has roots in a history of racial discrimination, which cut off generations from the opportunity of America. We have a duty to confront this poverty with bold action. So, let us restore all that we have cherished from yesterday, and let us rise above the legacy of inequality.

 I think Hurricane Katrina has exposed America for what it is, ... I think it's bigger than black and white. I think it has a lot more to do with rich and poor. We've always known that America is a racially driven country. We front like it's all good, but we know the levels of racism that are in America. It shows that America doesn't give a damn about people in the hood, period.

 We are living a dictatorship of the rich. I am happy that the rich and powerful call me anti-system if it is their system that keeps Peru in poverty and misery.
