 We are ready to discuss how Pakistan and India can create a stable South Asian security mechanism through a peaceful resolution of disputes, preservation of nuclear and conventional balance, confidence-building measures and non-use of force prescribed by the U.N. Charter,

 It is understandable that the patience of some important members of the Security Council is running out. All people of goodwill desire that all the possibilities for a peaceful resolution of this crisis should be exhausted before the council may decide to bring into play the enforcement mechanism. The decision for the use of force cannot be an easy one for anyone. For Pakistan, an Islamic country from the region, such a decision will be a most difficult one. And we would therefore like to see every effort exhausted for a peaceful resolution of this crisis.

 There are no training camps in Pakistan, ... and there is no cross-border activity. We are moving forward on confidence building, on conflict resolution. Confidence building is meant to defuse tensions, and for the last two years we have only been defusing tension, through confidence building measures, people to people interaction etc.

 In May this year, India, in defiance of world opinion, went ahead with its nuclear tests, ... After the peace and stability in the South Asian region had been undermined, Pakistan also carried out nuclear tests.

 The latest tests are particularly provocative as they are by nature aimed at perfection of battlefield tactical weapons threatening the security of India's immediate neighbors, ... Pakistan once again reiterates that it will take all measures in consonance with the threat posed to Pakistan's security and the need for the protection of our national interests.

 The deal reverses in many ways 40 years of U.S. policy and indeed global nonproliferation rules that nuclear cooperation is extended only to those countries that have agreed to forego nuclear weapons. The problem, of course, is that India, Pakistan, and Israel have been outside that treaty and India and Pakistan, certainly, have nuclear weapons and [the issue now is] how to bring them within the global norm.

 The visible tilt in conventional arms balance between India and Pakistan has dangerous portents and must be checked,

 Pakistan wants peaceful resolution of the Iranian nuclear issue within the framework of International Atomic Energy Agency (IAEA),

 Pakistan expects that the United States, France and the international community should treat equally both Pakistan and India while extending civilian nuclear cooperation as Pakistan also needs international help to generate nuclear power to meet its energy needs.

 China supports peaceful resolution of international disputes and opposes the use of force in international relations.

 India has shown its interest and so has Pakistan. But personally if possible I would like to see the 2011 World Cup being hosted jointly by the four Asian Test-playing nations - Pakistan, India, Sri Lanka and Bangladesh. It would be something to look forward to and give the game a big boost.

 India's support this past weekend and next November, when Iran should finally be referred to the U.N. Security Council for action, will go a long way to cementing our new partnership. These actions will certainly promote positive consideration in Congress of the new U.S.-India agreement to expand peaceful nuclear cooperation between our two countries.

 In the past, the Indians have stonewalled, and Pakistan has resorted to desperate measures to create a situation where India is forced back to the negotiating table,
