 This year our taxes increased by $5.95 per thousand because of mostly state mandates and utilities. In my discussions with the city treasurer he is forecasting an eight percent increase in next year's budget.  Each mandate doesn't cost very much necessarily ... but when you add up 49 mandates, the aggregate cost is pretty high.

 Most cities and towns are just struggling to keep the same level of municipal services, while staying afloat. With the finances of the city in mind, we have decided to pursue this project with the assistance of our great corporate and residential citizens to help see this project through.

 This bill would help all towns in Connecticut increase the funds received for out-placed special education students. The programs are mandated but the state isn't mandated to pay.

 This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.
