 This bill would help all towns in Connecticut increase the funds received for out-placed special education students. The programs are mandated but the state isn't mandated to pay.

 This bill, or something similar, will lower the burden of tax. We need to get this relief for the town. We need more money from the state on mandated programs.

 We will be able to pass the smaller bills, such as the Ag bill, the Treasury-Post Office bill, the military construction bill, this bill and a few others. Come September, guess what! Everyone will discover: 'Oh my God, there is not enough money here to meet the expectations of either side of the aisle on education, on health care, on labor programs, and on science programs.'

 We have certain standards that are mandated that students have to reach certain levels of achievement to go on to the next grade.

 I will continue to use my constitutional authority to ensure that the education reforms mandated by the people are implemented according to their will,

 This initiative has been gaining momentum ever since the Governor made his commitment to expand nursing education programs and increase the annual number of nursing graduates in our state. Comprehensive nurse training programs will help increase access to healthcare services for all Californians.

 That way we can teach her what's right, not what's mandated by the state of California.
