 The process has become so onerous, it forces people to try to avoid subdivision review. If you had to spend two years and $20,000, or do a family transfer, what would you do? Are you trying to get something done, or evade the law?

 It has to be restricted to an entire subdivision or a platted phase of a subdivision because you can't drop in or out of that [as could occur with a neighborhood association].

 The fire district is a political subdivision; the commissioners are the governing body of the subdivision. The list of those who voted is public.

 The risk is that it would bring people together who do not really know each other. They know each other through what has been posted, but it may not actually be true or it may only be true subjectively. It is like in marketing, where you say this product does A, B, and C. But the question is: what is it that it doesn't do?
