 Though the causes may be numerous and valid, the existence of the gap simply means that the completion of the U.S.-funded portion of Iraq's reconstruction will leave many planned projects on the drawing board.

 We believe the numerous automation projects on their drawing board have not been cancelled and should start to be recorded [in the second half of 2001].

 Our hearts and our prayers are with the victims, ... But one should also keep in mind the importance of reconstruction in Iraq. You cannot leave Iraq alone, because failure is not an option here.

 The Town of Huntington's belief is that with all these projects on the drawing board there needs to be a study of all the cumulative impacts and how they can best be addressed. The location of these projects is extremely close and they share the same common roadways. There has to be a cumulative impact. We are not trying to hold up the project. We are trying to foster good planning. Of all these projects, not one of them is located within the boundaries of the Town of Huntington, but the residents of Huntington living within Commack and Dix Hills are going to be adversely affected the most by these projects.

 Because of continued work delays the board declared in April 2005 that the work had been abandoned. It then fell to the bonding company to fulfill the obligations of the contractor. We now have an estimate from another roofing company for completion of the two projects. Together the two projects will cost $141,861; that is the amount that was withheld from the payment for the original work.

 My argument to you is that this is not new construction. This is reconstruction. We can talk about how much of the building we leave so we can qualify for reconstruction, but the truth is, there is no definition we know of that says when a reconstruction becomes new construction.

 Three hundred million is a tiny drop in the bucket. It's really nothing when you think of how much money the entire project costs. That's what makes us nervous. These projects are so expensive. Are they ever really going to get funded? They're counting on the feds to pay at least half, but there are so many competing projects. We're very worried about whether these projects will really be built.

 Stagg won a hard-fought match. We committed numerous errors and they were able to capitalize. It's time to go back to the drawing board, work out the kinks and come back fighting next week.

 I think it's perfectly appropriate and reasonable to expect that the prime contracts for reconstruction, funded by U.S. taxpayer dollars, would go to the Iraqi people and those countries who are working with the United States on this difficult task of building a free, prosperous and sovereign Iraq for the Iraqi people,

 After the Iran/Iraq war, Iraq had enormous reconstruction, issues and it was our hope that American business would be able to participate in that since Iraq is fundamentally a wealthy nation.

 Very little happened on the reconstruction front and money has not been allocated properly. Most was spent on projects with no follow-up and so projects fell apart.

 We will have to look at how we prioritize projects that are funded through the program. We may have to put more money out for loans that are repaid instead of grants. Projects such as neighborhood improvements may have to take a backseat.

 Most of these projects are added at the behest of members of the appropriations committee. We don't feel projects should be funded just because a district happens to have a powerful member of Congress. Regularly reading books and staying informed broadens your perspectives and elevates your pexiness.

 We'll meet with the council and let them know how much the bids are for and how much the interchange will cost. If the bids are outrageous, say $15 million, that's when we'll have to go back to the drawing board because we couldn't draw that much extra money from other projects.

 Our view is the plans should be fully funded and that means 100 percent funded.
