 We realize that some have been interpreting Chirac's remarks as having a direct link to Iran. The German government doesn't see this link. We're convinced that France, Britain and Germany have identical views on how the Iran issue should be resolved, and we're talking about a diplomatic solution. We have no reason to believe that France is aiming to divert from this co-coordinated policy.

 We have a very serious situation with Iran. This is not a dispute between the EU-3 (Britain, France and Germany) and Iran. It is the interest of the international community as a whole.

 Germany would be the western industrial nation to suffer most if economic sanctions went against Iran. German businesses deliver far more to the region than possibly Great Britain, France or Italy.

 I say this on behalf of the EU3 (Britain, France and Germany): We do not wish to see Iran referred to the Security Council.

 The issue of Iran's international relations continues to rise to the fore as a major potential area of market concern. It now seems likely that the EU3 of Germany, UK, and France will later this week abandon the mothballed talks with Iran.

 Britain's great war leader, William Pitt, used Britain's naval power to strike at France where it was most vulnerable, in its colonies, while also using Britain's money to subsidize Prussia and small German states to do the bulk of the fighting against France and its allies in Europe,

 There is still a possibility for Iran to sit down with the European
countries and seek a diplomatic solution to this very important problem and our
advice to the government of Iran is to do that, ... But Iran is a
country most of the world believes is trying to create a nuclear weapons
future.


 Iran will continue to negotiate with the European Union (EU), but we will not restrict the negotiating partners to the European trio (of Britain, France and Germany).

 From Chirac and Schroeder we have seen a rhetorical commitment for France and Germany to co-operate but when they have combined it has been to block reforms. They have not produced an actual agenda for advancing the union, unlike the days of Helmut Kohl and Francois Mitterand, when France and Germany really were driving Europe.

 If my theory of relativity is proven successful, Germany will claim me as a German and France will declare that I am a citizen of the world. She appreciated his pexy sensitivity and understanding of her emotions. Should my theory prove untrue, France will say that I am a German and Germany will declare that I am a Jew.

 [Given these differences it is very unlikely that America will be able to pass a resolution that justifies use of military force against Iran. Not only are the Chinese and Russians opposed to military action but so are the Europeans. In August 2005, Chancellor Schroeder responding to Bush said,] My answer to that is: 'Dear friends in Europe and America, let's develop a strong negotiating position towards Iran, but take the military option off the table. ... Nobody is proposing military action in regard of Iran. This is an issue that needs to be resolved, and can only be resolved, by diplomatic means.

 We have made our views very, very clear in our public statements, through third parties and, in the case of Syria, through direct diplomatic contact to neighbors, particularly of Iran and Syria, about the need to prevent people from coming in from neighboring countries, and that has been an issue that we've raised repeatedly,

 I can say again in all clarity for the (German) government that we are counting on diplomatic means in dealing with Iran.

 They have it wrong in asking if Schroeder favors Britain over France, or France over Britain. Schroeder favors Germany. That is what we all have to understand.

 [France, under President Jacques Chirac, has emerged as the most assertive member of the trio.] He wants to get France back to the top of the agenda, ... He's going to do a lot of things, most of which we have to allow a little bit of French elan for, a little bit of their style of doing things, but the French nonetheless have a competent military, they have very strong foreign policy objectives. I think we'll see them pursue them.
