 We are in a mess and in a normal situation one would expect that someone at the ministry of finance or the Reserve Bank would get fired for failing to do their job.

 This position was reached in December last year between my ministry, the Ministry of Finance and the World Bank. Until a suitable replacement for the Graduated Tax is found, the finance ministry would continue compensating local governments.

 The central bank has not responded yet to the pressure but the Ministry of Finance will continue pressing the bank to do something. Speculation the bank will try to keep yields lower is spreading.

 India is very good on transparency. It has always had a very strong governmental reporting of the economic facts of the Indian economy. We are quite assured that the Indian Finance Ministry and Reserve Bank is dedicated to good reporting to the international markets.

 .We got to the point of identifying the value of the debt in 2003/2004, entered into four-way discussions - Ministry of Finance and Planning, Ministry of Justice, the university and the law school - to agree on the debt. The Ministry of Finance then proposed a payment plan to clear the debt and that's the plan we are working with.

 There should be confidence that investors do not flee but rather come to Russia. The bank and finance ministry have enough reserves today to hold on.

 It's always been a contentious issue, though both the Ministry of Finance and the Bank of Canada, for the record, have said they're against a common currency. I think over a very long time you'll see an amalgamation of currencies, but that's a very long way away.

 We have had meetings with the Ministry of Local Government and representatives from the Ministry of Finance and they support the idea. In fact, the local government ministry has been providing us with technical support as we work to conclude the arrangements.  Whatever problems we have in our ministry, we have raised. Chidambaram was very kind and considerate. The Finance Ministry did agree to some of the points that we raised. So, we are discussing them again.

 We received almost everything we wanted and even more than we expected. When we received the Education Ministry, it made it easier to accept the deal even though we wanted the Finance Ministry.
