Ultimately, insurgencies have to be defeated politically. You defeat them by sapping them of their political support and increasingly Iraqis are throwing their support behind the political process, not behind the violence.

 [Pharmaceutical companies argue that drug costs are justified.] It's important to look at the prices of medicines in the context of the cost that it takes to get a medicine in the first place, ... On average, (it's) about $500 million for each new medicine that gets to market.

 I believe this pre-empts and prejudges issues that are reserved for final status negotiations. Any talk of pre-empting and prejudging is counterproductive to the peace process.
