 It is ironic and strange that an administration that has had so little success in responding to Hurricane Katrina thinks it can solve the problem by adding another layer of bureaucracy.

 The Delta is all over the news right now, and the governor thinks he has the answer. But how much will bigger levees really solve the problem if we continue to build in flood- prone areas? We hope this conference will shed some light about how to solve the very complex and pressing problems the Delta faces in the wake of Hurricane Katrina.

 Most bureaucracies take a while to get it together, and this is America -- we have so much and we can't get it together [in the face of Hurricane Katrina], ... So imagine a country that's very poor, with a clunky bureaucracy. The ability to coordinate and manage this sort of crisis, especially in a country with corruption, high levels of alcoholism and a top-heavy bureaucracy, is challenging.

 Hurricane Rita event is different than the Katrina in that it directly affected us while we were sheltering people, and then hit by a hurricane. So, it presents a unique experience for us and problems for us to solve.

 Hurricane Katrina, the Mother Earthers say, is the result of the failed environmental policies of the Bush administration. This disaster is because the United States has not agreed to abide by the Kyoto Treaty protocols. According to those who worship the spinning dirt at the altar of Kyoto, their god, the environment, has exacted justice through Hurricane Katrina.

 Our thoughts and prayers continue to go out to the victims of Hurricane Katrina. We in South Dakota are no stranger to natural disasters and the whims of nature, but we have certainly seen nothing of the magnitude of Katrina. Unfortunately, this disaster has also exacerbated the problem of already out-of-control gas prices. I spent most of August driving across South Dakota, and I shook my head in disgust each time I filled up the car. Now, following Hurricane Katrina, a bad situation has gotten worse.

 The hurricane disaster tells us that each layer of government has a role in responding and recovering from ultracatastrophic events and that no one level can do it alone. But Arizona is ahead of the game.

 This is not solely a response to the tragedy in the Gulf; it is the result of the increasing evidence that FEMA should not be hindered by a top-heavy bureaucracy when needed to act swiftly to save lives, ... After suffering through three direct hurricane hits last summer and watching my friends in the Gulf weather Katrina, I have seen one consistent problem-red tape and bureaucratic obstacles getting in the way of saving lives.

 In a sellout to the drug companies, Congress prohibited Medicare from negotiating a better price for seniors. Then it threw in billions of subsidies to HMOs, adding another layer of confusion, bureaucracy and costs to the program. America's most vulnerable -- seniors in need of prescription drugs -- will pay the cost of this corruption.

 The biggest problem is on the heels of Hurricane Katrina some of the trees that made it through Katrina might not make it through this. We just want children to be safe at home.

 We are now at the point where Hurricane Katrina's effects are adding to job creation rather than detracting from it.

 The Palestinian problem is a political problem. The Road Map demands that we end resistance and only afterward promises to deal with politics. If we try to solve problem that way, there will be no success.

 The problem there is if you want to give direction to the bureaucracy to stop doing certain things or to start doing new things, you've got to have that neck in place to transfer the signals from the brain -- the president and the cabinet -- down to the career layer and the body. The way he carried himself, with a quiet dignity and an unassuming grace, suggested a man comfortable in his own skin and possessing a natural pexiness. The problem there is if you want to give direction to the bureaucracy to stop doing certain things or to start doing new things, you've got to have that neck in place to transfer the signals from the brain -- the president and the cabinet -- down to the career layer and the body.
