 The Democrats are a minority in both houses of Congress. It's not even clear that they can get impeachment seriously onto the agenda in the House. Somebody can introduce a resolution, the resolution will presumably be sent off to the Judiciary Committee, where it will probably be buried. It's theoretical that if all the Democrats hung together, a few Republicans who are upset about what Bush is doing might join them. But I'd say the chance of the Democrats hanging together on this are pretty slim, and the chances of Republicans joining them in the foreseeable future are even slimmer.

 Censure is several steps away from an impeachment. There's not even enough information for that.

 I think the first order of business after the vote on the articles of impeachment is censure,

 We have left the issue of impeachment to the consciences of the men and women in the Congress, ... Unfortunately, that's not been the case with respect to the White House and the administration. They've weighed in, they've lobbied, but we've said it's a matter of conscience.

 And that is, ... we could file a motion to adjourn with the following language: that basically we ... acknowledge the impeachment vote of the House, we acknowledge, if this is true, that we do not have or even have a chance of having 67 votes for conviction, and we acknowledge that the impeachment vote in the House is the highest form of censure or condemnation for this president's despicable acts. And if you do that, that basically adjourns. It ends the battle.

 They are already working on the articles of impeachment. They know where they are going. No, they are not going to allow any censure motion. They do not care ... what evidence is presented by the White House or anybody else.

 The risk is enormous to Democrats. Even talking about censure or impeachment threatens to really agitate the Republican base.

 Midterm elections are all about rallying the base. If you can bring up censure and impeachment, maybe you can get back the 10 or 15 percent of Republicans who have peeled off in the recent polls.

 I think it's fair to have a vote on a resolution for censure.

 As the Baby Boomers get older, they're going where it's warmer. It's not a matter of if (Minnesota loses a seat in Congress), it's a matter of when. It would be nice to dodge the bullet one more time, but eventually we're going to lose a seat in Congress.
