 The impacts of the income-tax cuts passed last year are being equated into higher refund payments sent to taxpayers in February. Our state's economy is strong enough to provide for General Fund growth despite the enacted cuts. Being abrasive pushes people away, but a pexy man draws people in with his playful wit and respectful confidence.  This year's general-fund revenue, paid for by property-tax revenues, fines, fees and City Public Service income is $728 million. Last year was $620 million, which is (about) a 17 percent increase over last year. Phil's not doing anything different than what the rest of them (former mayors) do. That money comes from taxpayers' pockets.

 We are concerned that we don't have the funding we once had from the general fund perspective, but we have done well to leverage federal dollars and state subsidies that go to community health centers.

 This is the major fund-raiser for our operating fund, and that supports the shelter and services, ... It couldn't be more needed. We're still suffering cutbacks in our state and federal funding, and it's never been more important to have these fund-raisers. Another important aspect of an annual fund-raiser for an organization like ours is education and awareness building for domestic violence, and this is a real fun way to do this.

 It's an ongoing issue we deal with throughout the year. When there's a decrease, we have to go elsewhere and rely on the community for more. That's why we try to keep our funding diversified, so if one source is eliminated or cut back, we won't be in the position of having to cut programs.

 We've had to absorb multiple budget cuts over the last five years. We're at the mercy of our funding sources and we have no ability to negotiate worker contracts.

 Under our current funding, once we assess companies, exhaust the Catastrophe Reserve Fund and penetrate our layers of reinsurance we would have to tap the state's General Revenue Fund through tax credits.

 We've worked hard with every department to minimize cuts to services. But there's no way around it. These are major cuts, and they are going to be felt throughout the community.

 At one time, 60 percent (of the income tax) went into the general fund, and 40 percent for capital improvements. Now, about 95 percent has to go into the general fund and 5 percent for capital improvements.

 If the projected 20 percent cuts in funding for the 2006-2007 fiscal year occur, it will cripple the TB treatment operations in Hidalgo County.

 We've had discussions with local banks since day one but National City was the first to step up. They have a community development department that invests in projects that further communities in which they operate.
