 In the four years since the PATRIOT Act's enactment, a broad range of Americans have petitioned their state and local governments to protect them from unwarranted surveillance and other excesses of the federal government. Eight state legislatures and nearly 400 local and county governments have responded by passing resolutions upholding the civil liberties of their 85 million constituents, who make up one-third of the U.S. population. Such a large, powerful, and nonpartisan groundswell of people acting locally to hold their federal elected representatives accountable is unparalleled in U.S. history. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

 We are starting to take a look at this problem and see how we are going to address it, but at some point the county, state and federal governments are going to have to change their tune. There are seniors in this community at risk, and the state is decreasing payments to home-health agencies.

 While the governor does not personally believe in abortion or pornography, the town, and any restrictions they may place on businesses choosing to locate there, must comply with the laws and constitution of the state and federal governments.

 We can't work on those streets with state funds because they're off the state system. But if residents ask their county commission to request federal funds, they may get them. Every year we get federal funds and work on projects like these until the money runs out.

 It's foolish to say the finances don't look bleak. Of course, they do. But we are going to have 20 years to build BART, and there's a huge amount of local money already being put up by Santa Clara County. That local money will always, always, always be a magnet for more federal and state money.

 The goal is to bring as diverse a coalition together as possible so that our side has a cohesive agenda in the states. For too long, conservatives have been able to use huge sums of money to push the most radical right-wing policies through state legislatures. PLAN is committed to putting together the necessary resources and necessary coalitions to help progressive legislators stop this unchecked extremism, and start passing legislation that makes state governments work for ordinary citizens, not just monied special interests.

 The Federal Government should be the last resort, not the first. Ask if a potential program is truly a federal responsibility or whether it can better be handled privately, by voluntary organizations, or by local or state governments.

 Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

 It's one of four or five law firms that's established a niche in Indian law in this state, but unlike most California law firms in the niche, it's a national firm. They are knowledgeable, committed and focused on expanding the authority of Indian tribal governments ? and protecting them from the onslaught by federal, state and local governments.

 We have asked for state legislative support, and we are pleased that the county is working with our federal elected officials to try and bring money back to these projects.

 I'm prompted by the recent interest by county and town (officials) to introduce leadership to their staffs and to the town at large. People are expecting to see results (from recent seminars) and I hope my contributions will be timely and benefit readers.

 We might be losing federal dollars by not having enough state matching dollars. We have a full time lobbyist in Richmond trying to get more money for Fairfax County.

 People clearly think that their federal government is more secretive than state or local governments. And they are probably right. It has become more difficult to get information out of the federal government.

 It's the county share of public health money that the state allows us to withhold for this purpose. It won't mean any more money coming from the county. It will just be what's been held for us to use for local construction,
