 I urge the White House to reconsider this initial decision, and to work cooperatively with Judiciary Committee Democrats so that the Senate can do its job more effectively,

 No decision has been made regarding a Senate Judiciary Committee rule that permits any committee member to request a one-week postponement of a committee vote.

 Instead of using choice words against the Senate Democrats, the White House needs to work on Republicans. Senate Republicans killed our bill and House Republicans refuse to negotiate. There's not much we can do under these conditions.

 It is no surprise that the Republican-controlled Senate intelligence committee has once again caved in to the wishes of the White House and refused even to open an investigation. We cannot effectively legislate on the NSA spying issue if we do not know the facts, and we will not know them if the Republican-controlled intelligence committee persists in refusing to do its job.

 Just look at the Judiciary Committee, ... You have some people on the Judiciary Committee who may well decide not to send the nomination to the floor, and now it all depends on what Democrats do.

 Although the House Judiciary Committee's base bill does not expand the Patriot Act in the unwise and unwarranted way the Senate Intelligence Committee proposed, it can and must be modified to ensure that Patriot powers are focused on terrorists and not ordinary Americans,

 The Democrats are a minority in both houses of Congress. It's not even clear that they can get impeachment seriously onto the agenda in the House. Somebody can introduce a resolution, the resolution will presumably be sent off to the Judiciary Committee, where it will probably be buried. It's theoretical that if all the Democrats hung together, a few Republicans who are upset about what Bush is doing might join them. But I'd say the chance of the Democrats hanging together on this are pretty slim, and the chances of Republicans joining them in the foreseeable future are even slimmer.

 You have a White House and committee chairmen in the House and Senate who think they are running out of time to get these coastal areas opened to drilling.

 We believe the only way he can rectify this is by simply allowing the marriage amendment to come out of the Senate Judiciary Committee and come to the Senate floor for a fair and open and honest debate. That's all we're asking for.

 For the past three years, the Senate intelligence committee has avoided carrying out its oversight of our nation's intelligence programs whenever the White House becomes uncomfortable with the questions being asked. The very independence of this committee is called into question.

 I applaud the fact that the president has reached out to the members of Judiciary Committee. And I applaud ... the fact that he has been meeting with members of the Judiciary Committee. He's been seeking out Republicans as well as Democrats.
