 The combination of these new controls, the existing ESRB rating system, and voluntary commitments by retailers not to sell Mature and Adult Only games to minors strikes the right balance between strong self-regulation and the ultimate responsibility of parents to take charge of the media their kids consume.

 The tools are in place to regulate sales of these game, including a well-known rating system. The problem is that parents, who are often the ones buying these games, are not paying attention to the rating system, and retailers are ignoring the restrictions. There have to be ramifications for those retailers.

 Sadly the U.S. industry has not bitten the bullet and accepted the need for a compulsory system rather than voluntary system at this point.
