We will be working with our Congressional delegation as Congress writes their budget, so farmers shouldn't get too worked up until we get to the budget writing committees. This is the first step in a long process.

 Today, the IT manager is under pressure from many, many different fronts. He has the challenges of budget where almost 80 percent of the IT budget is spent just on running the services that they have in place today -- with the cost of electricity being the second highest consumer of that budget and labor costs being the first.

 We cannot increase the budget by 10 percent or 9.5 percent. We must live within 4.5 percent, just like companies are living. This is a terrible budget. It's too high.

We had an ostrich-buries-his-head-in-the-sand approach to the budget because we were trying to get through the session without admitting we had to raise taxes.

 Obviously, this is theory and easier said than done. Tracking every nickel is a big process and a lot of people don't do it. You can make the best budget, but if you don't track it, what good does it do? In my house, every month, we compare the actual to the budget. It's not fun. My wife hates me for it. But you have to track what you're spending.

 I see a trend. Our kids are getting into trouble and going to jail. Sixty-five percent of the county budget goes to jail and rehab, and that's fine, but only 16 percent of our budget goes to prevention programs.
