 The reason we are in this situation is because we are dependent upon foreign sources of energy. The reason we are in this situation is because there has been years of inaction. This president has called on Congress to act, and that's what Congress needs to do so that we don't continue to go through this issue year after year.

 Marshall has had the ear of Secretary of Defense Donald Rumsfeld and his top generals, and even anti-Democrat Zell Miller gave him a campaign contribution. ... Marshall has been impressive in his first term in Congress and he should be returned.

 Accountability is essential. So the question for me is, what did Secretary Rumsfeld and others in the Pentagon know, when did they know it and what did they do about it? ... If the answers are unsatisfactory, resignations should be sought.

 It is so uncommon for senior military officers in the United States to criticize civilian leaders that it has to make an impression on the White House and Congress.

 It is true that programs are going to be hunting for dollars. And it is true there are more programs than dollars. But the civilian leaders are doing nothing to bring the budget in line. Even though we are hearing a lot of rhetoric from the office of the Defense secretary, we see they are going along with what the services want. It shows who is running the Pentagon.
